Clinical Associate Professor of Public Service and Co-Faculty Director of Health Law and Strategy Program
Jacob was previously President of Medicaid Home Care for BAYADA Home Health Care with responsibilities in nine states, serving 5,900 long term care patients daily with an employee base of 6,000 team members. Prior to this role, Jacob was Senior Vice President of Medicaid Long-Term Care (LTC) at the Centene Corporation where he led Centene’s Florida long term care market, and was responsible for $2.1 billion in revenues generated to support 50,000 medically complex patients. He was also responsible for the integration of Wellcare's LTC health plan into Centene Florida with additional responsibilities serving 11,000 members and $500 million in revenues.
Before joining Centene, Jacob was Chief Operating Officer of The New Jewish Home, one of New York State's oldest post-acute health care systems for older adults needing facility-based, home, and community based care. Jacob also served as Senior Vice President of Strategy, Product and Member at the Health Republic Insurance of New York which became the nation's largest Consumer Oriented and Operated Plan (COOP) health plan on the New York State of Health (the Exchange). Prior roles include Vice President of Medical Operations and Program Development for Centerlight Program for All-inclusive Care for the Elderly (PACE) program. At the Visiting Nurse Service of New York (VNSNY), Jacob’s last position was Vice President of Performance Management Projects, focusing on implementing reform-based care models. Jacob started his career in strategic planning holding various positions at NewYork-Presbyterian Hospital and Cabrini Medical Center after completing his management residencies at the Weill-Cornell Physician Organization and Clara Maass Medical Center.
Jacob has had three health management case studies published in a graduate school textbook: Health Management Services: Cases, Readings and Commentary. In 2009, Jacob completed a year-long leadership fellowship at the CORO Leadership Center, focusing on New York City’s public school system. Jacob serves as an Advisory Board member of airNYC, and has served on the Board of Directors for the Home Care Association of New York State, Harvard Medical School's Graduate Program in Management, and Danza Espana/American Spanish Dance Theater. Jacob holds a BA in English Literature, with honors, from Rutgers University, and an MPA in Health Policy and Management from NYU's Robert F. Wagner Graduate School of Public Service, where he has served as an Adjunct Associate Professor of Health Policy and Management.
